Relief for Justin Muturi as Court Orders Reinstatement of His Security Detail
Former Public Service Cabinet Secretary and ex-National Assembly Speaker Justin Muturi has scored a major win after the High Court in Nairobi ordered the immediate reinstatement of his security detail.
Justice Chacha Mwita, sitting at the Milimani Law Courts, issued the conservatory order on Thursday, April 11, directing Inspector General of Police Douglas Kanja not to withdraw or interfere with Muturi’s protection in any way until June 24, 2025.
The order follows a petition and application filed by Muturi, naming the State Law Office and the National Police Service Commission (NPSC) as respondents. The court found that the case raised serious constitutional concerns, particularly regarding the rights and safety of the petitioner.
“Pending the hearing and determination of the petition and application, a conservatory order is hereby issued directing the Inspector General of Police to immediately reinstate and/or restore the security of Hon. Justin Muturi,” reads the court order.
Justice Mwita also laid out a detailed timeline for the case:
- Respondents must file and serve their responses within 14 days.
- Muturi may file a supplementary affidavit and submissions (not exceeding 10 pages) within the next 14 days.
- Respondents will have another 14 days to submit their written submissions.
- The court will hear the matter and highlight submissions on June 24, 2025.
A penal notice was attached, warning that failure to comply with the order could result in legal consequences.
Muturi’s security was reportedly withdrawn on the night of April 8. Two police officers previously assigned to him due to his former position as Speaker were allegedly instructed not to report for duty.
Speaking to journalists, Muturi claimed the withdrawal was politically motivated. “My security detail was withdrawn last night at around 7:30 p.m. The officers were informed not to serve under my detail anymore because I’m fighting the government,” he said.
Muturi, once a close ally of President William Ruto, has been increasingly critical of the government, especially over recent abductions of youth linked to anti-government protests. One of the abducted youth was his own son, who was later released.
“If this is another attempt to intimidate me, they have dialled yet another wrong number,” Muturi declared defiantly.
The reinstatement marks a significant legal and political moment for Muturi as he battles what he terms as a campaign of state intimidation.
