President Ruto Questions UN Security Council’s Relevance, Urges Global Reform

President William Ruto has reignited the debate on global governance by questioning the relevance of the United Nations Security Council (UNSC) in the modern era. Speaking during his keynote address at Peking University in China on his ongoing state visit, Ruto criticized the Council’s structure, arguing that it no longer serves the needs of today’s peace and security challenges.

“The current structure of the UN—and particularly the Security Council—could only have been justified in the immediate post-war context. Today, it is outdated and increasingly illegitimate,” Ruto declared.

He accused the Council’s permanent members—China, France, Russia, the United Kingdom, and the United States—of resisting necessary reforms and perpetuating a system that undermines its own credibility. “How can an institution charged with upholding peace have members who are directly involved in conflicts and violations of international law?” he asked, citing recent global crises.

Ruto’s remarks echo calls made by UN Secretary-General Antonio Guterres last year, who also labeled the Council’s structure as “outdated” and pushed for Africa to be granted a permanent seat.

The President’s speech also delved into broader geopolitical issues. He lamented the escalating global trade wars and called for a more equitable global financial system. “International trade has evolved, yet our institutions have not. Much of what we call trade is actually value exchange within global supply chains, but our metrics and policies still focus on traditional exports and imports,” he explained.

On climate change, Ruto pointed out the deep injustice facing African nations. “Africa contributes the least to carbon emissions yet suffers the most from climate impacts. We must push for climate justice and more inclusive conservation efforts,” he said. He criticized some global north countries for failing to uphold their environmental responsibilities, accusing them of prioritizing national interests over global well-being.

Ruto also applauded China’s investment in education, particularly in STEM and creative sectors, and emphasized the importance of fostering partnerships for the continent’s youth.

As global power dynamics shift and voices from the Global South grow louder, Ruto’s address signals Kenya’s intent to be a leading advocate for reforming international systems that no longer reflect today’s realities.

His bold critique of the UNSC underscores a growing frustration among developing nations—and a demand for a more inclusive, accountable, and representative global order.
