Former Public Service Cabinet Secretary Justin Muturi has made explosive allegations about corruption within President William Ruto’s government, painting a damning picture of the administration’s financial dealings. Speaking in an exclusive interview with NTV’s Fixing the Nation, Muturi accused Ruto of secretly engaging in massive corruption while publicly portraying himself as an anti-corruption crusader.

Muturi, who served in Ruto’s Cabinet for two years before his recent dismissal, claimed that the president exhibits two contrasting personalities—one for the public and another behind closed doors.

“He is quite a dangerous character. I think Ruto is unfit for the position of president. I’ve no bitterness, this is my assessment. When I watched him talk to members of my Cabinet, saying ‘I don’t want to see corruption,’ I wondered who is this talking?” Muturi stated.

Ksh.129 Billion Russian Deal Allegation

Muturi revealed that Ruto pressured him to hastily sign a Ksh.129 billion deal with Russian oligarchs under the guise of tree planting. According to him, the agreement would have violated financial regulations, as such funds must be processed through the National Treasury and not directly to a ministry.

“I was invited to COP28 in Dubai, which later turned into discussions about the Adani airport deal. During that time, some Russian investors sought to invest Ksh.129 billion in Kenya. I landed in Dubai and received a call from Ruto, who told me that the Russians were waiting at the airport and that I needed to sign the documents immediately. I declined, insisting that I had to review them in the office first,” Muturi explained.

He alleged that the deal was a money-making scheme disguised as an environmental initiative to plant three billion trees. “Whenever Ruto comes up with a project, it’s for money-making,” Muturi added.

Arror and Kimwarer Dam Scandal

Muturi also weighed in on the controversial Arror and Kimwarer dam projects, in which the Kenyan government secured a Ksh.63 billion loan from Italian firm CMC di Ravenna. He revealed that the true costs, project quality, and accountability of the funds were questionable, leading to massive financial losses.

“I refused to sign the Arror/Kimwarer dams agreement. The Italians were paid billions. In Kimwarer, nothing has happened because the report provided was faulty,” he said.

Muturi alleged that Ruto personally engaged with top Italian government officials, including the Prime Minister and the President, regarding the dams. “On three occasions, I was invited by the Head of Public Service to accompany the team. I wondered why, because the country was losing Ksh.38 billion on the project. They wanted me to sign, and I declined,” he asserted.

Denial of Personal Vendetta

Muturi denied any personal vendetta against President Ruto, insisting that his revelations were purely based on facts and his experiences in government. He further disclosed that he possesses supporting documents in soft copy to substantiate his claims.

These bombshell allegations come weeks after Ruto fired Muturi in a Cabinet reshuffle, replacing him with Mbeere North MP Geoffrey Ruku. The revelations are expected to ignite further political debate and scrutiny over the administration’s financial dealings.
