Kenya’s long-standing reputation as a diplomatic peace broker in East Africa is under threat following controversial engagements in Sudan and the Democratic Republic of Congo (DRC). These involvements have sparked criticism both locally and internationally, raising concerns about Kenya’s shifting foreign policy approach under President William Ruto.

Sudan Controversy: Support or Mediation?

Kenya has come under fire for its alleged ties with Sudan’s paramilitary group, the Rapid Support Forces (RSF), which has been locked in a bloody conflict with Sudan’s armed forces (SAF) since April 2023. Critics argue that by hosting RSF leaders for discussions on forming a rival government, Kenya has compromised its neutrality.

The move was met with swift backlash, with Sudan recalling its ambassador to Kenya, Kamal Jabara, and accusing President Ruto of prioritizing commercial and personal interests over the historical bilateral relationship between the two nations. With over 60,000 lives lost and millions displaced due to the ongoing war, Sudanese officials and international observers see Kenya’s engagement with RSF as a step away from its peace-building legacy.

The DRC Diplomatic Dilemma

Kenya’s reputation was further tested when it hosted leaders of the M23 rebel group, a faction that has been a source of unrest in eastern DRC. The Congolese government has previously accused Kenya’s peacekeeping forces of bias towards rebel groups, undermining trust between the two nations.

Hosting the M23 leaders has only fueled speculation that Kenya is shifting from a neutral arbitrator to an actor with vested interests in regional conflicts. This has not only affected diplomatic relations but also jeopardized Kenya’s role in future peacekeeping efforts across Africa.

A Changing Foreign Policy?

Analysts argue that these recent moves indicate a significant shift in Kenya’s foreign policy. Abdullahi Boru Halakhe, a Kenyan policy expert, has described Kenya’s involvement in the Sudan conflict as a diplomatic “own goal,” warning that it could erode Kenya’s influence in regional peace efforts.

“Kenya was once a trusted mediator, hosting critical peace agreements for Somalia and Sudan. But recent actions have cast doubt on its neutrality,” Halakhe noted.

Under previous administrations, Kenya was instrumental in mediating conflicts and fostering diplomatic ties across Africa. However, under President Ruto, the country’s engagements have been perceived as leaning towards strategic alignments that may not always align with its traditional peacekeeping role.

What’s Next for Kenya?

With mounting criticism, Kenya’s government faces pressure to reassess its diplomatic strategies. Should it continue engaging with conflict actors without broader regional consensus, the country risks losing credibility as a peace negotiator.

Observers suggest that Kenya must urgently clarify its stance and reaffirm its commitment to neutrality if it hopes to maintain its standing as a respected mediator in Africa. Otherwise, its involvement in Sudan and the DRC could mark the beginning of a declining diplomatic influence in regional affairs.

As questions about Kenya’s diplomatic direction continue to emerge, one thing remains clear—how it navigates these controversies will determine its future role in African peace and security efforts.
