Kenya to Enforce Mandatory ID Verification for All Social Media Users

In a groundbreaking move that could reshape Kenya’s digital environment, the Communications Authority of Kenya (CA) announced that all social media users will soon be required to verify their identity using national identification documents.

Under the new guidelines set to take effect in six months, platforms like Facebook, TikTok, Instagram, and WhatsApp will be compelled to implement stringent age-verification mechanisms. While users can initially self-declare their age, the ultimate requirement will be identity confirmation through government-issued IDs such as national ID cards or passports.

Protecting Children or Restricting Freedoms?

The directive is part of Kenya’s broader Child Online Protection Guidelines aimed at shielding minors from harmful digital content. These regulations place the onus on digital service providers—including app developers, mobile operators, and device manufacturers—to safeguard children online.

“All ICT product and service providers must ensure users are verified and protected,” said a CA official. “It starts with age input, but full ID-based verification is the end goal.”

According to the guidelines, all content providers will be required to:

  • Develop and implement age verification systems.
  • Register and declare SIM cards used by children.
  • Appoint child online safety officers.
  • Submit regular compliance reports.

Privacy Concerns Emerge

Digital rights advocates have raised concerns about the implications of these rules on user privacy and online anonymity. Critics argue that while protecting children is a valid concern, the proposed ID verification could pave the way for state surveillance and suppression of free speech.

The government, however, maintains that the policy is essential for child protection, citing global examples like China and the UK, where similar measures exist.

Calls for Social Media Regulation Grow Louder

During the recent Labour Day celebrations, COTU Secretary General Francis Atwoli echoed the need for regulating social media, accusing online platforms of fueling unrest disguised as activism. He urged President William Ruto to follow international precedents in enforcing tighter digital controls.

As Kenya moves forward with these regulations, the world watches to see whether this bold initiative will serve as a model for online safety or a cautionary tale of digital overreach.
