Inside Ruto’s Iron Grip: How the President Holds His Cabinet Hostage

In a shocking revelation, former Public Service Cabinet Secretary Justin Muturi has lifted the lid on what he describes as President William Ruto’s oppressive rule over his Cabinet. Muturi, who was recently dismissed from his position, claims that Ruto operates with an iron fist, intimidating his Cabinet members into absolute submission.

Speaking in an explosive interview on NTV’s Fixing the Nation, the former CS painted a picture of a presidency that mirrors the authoritarian reign of the late Daniel Moi. According to Muturi, Ruto is a leader of two faces—one for the public and another behind closed doors, where he allegedly uses fear and coercion to ensure his directives go unchallenged.

‘His Way or the Highway’

Muturi claims that in projects where Ruto has vested interests, there is no room for debate. The president, he says, dominates Cabinet meetings, using non-verbal cues and calculated intimidation tactics to silence dissenting voices.

“Ruto is a true example of Daniel Moi. No wonder he campaigned against the current Constitution—he thrives in an imperial presidency,” Muturi asserted. “In Cabinet, if he has an interest in something, a CS will make a presentation, and then Ruto will take over. He ensures there is no room for opposition, slowly instilling fear.”

The fear is so intense that even casual conversations among Cabinet members have become risky. Muturi alleges that some CSs have gone as far as avoiding his calls—even on WhatsApp—for fear of being seen as rebels.

“I know others who are telling me to get someone else to call on my behalf so we can talk through them. What does that tell you? The President has instilled such fear in his entire Cabinet that people don’t want to speak.”

Silenced Ministers, Fearful Meetings

Muturi further exposed how most CSs prefer meetings chaired by Deputy President Rigathi Gachagua or Interior CS Kithure Kindiki, where they can express their thoughts without fear of repercussions. However, when it comes to Ruto-led Cabinet meetings, silence is the only option.

“Before Ruto, you just have to know he has expressed this position, and he is looking at you. The look he gives you tells you that in this one, you have no options. He is holding the Cabinet hostage.”

Muturi’s statements come at a time when Kenyans are increasingly scrutinizing Ruto’s governance style, with critics warning of growing autocracy in his administration.

Cracks in the House of Ruto?

While no sitting CS has dared to publicly confirm Muturi’s allegations, his claims raise critical questions: Are the cracks within Ruto’s Cabinet widening? Is his leadership style suppressing critical decision-making? And most importantly, what does this mean for the future of governance in Kenya?

As Muturi’s revelations continue to send shockwaves across the political landscape, one thing remains clear—fear and control appear to be the order of the day inside Ruto’s government.
