Counties: Mombasa Governor Proposes Resident’s Card to Improve Local Services
Mombasa Governor Abdulswamad Sheriff Nassir has announced plans to introduce a ‘Mombasa Resident’s Card’ aimed at improving access to public services for county residents. The initiative was revealed during a public meeting on Thursday, July 10.
According to the governor, the card will serve as a local identification tool, confirming residency in Mombasa County. It is expected to grant residents discounts on essential services such as healthcare and education.
The project is contingent upon feedback from the county’s public participation forums, which will be launched soon. Should residents approve, the card will be rolled out and distributed across the county.
“Each year, we spend over KES 130 million in hospital fee waivers to ensure no Mombasa resident is left behind. To make this support more sustainable and targeted, we are proposing the Mombasa Resident’s Card — your key to discounted rates across County public services,” Governor Abdulswamad stated.
The card will include biometric data, as well as information about the holder’s birthplace and current residence. Officials say this will help streamline the delivery of services, reduce fraud, and increase transparency in county operations.
Those with the card will benefit from discounts under the Social Health Assistance (SHA) program and will be prioritized for education bursaries and other county services.
The proposal comes amid nationwide efforts to enhance citizen identification and service access. Earlier this year, the State Department for Immigration and Citizen Services began issuing national ID cards to secondary school students who had turned 18, aiming to ease transitions into higher education and employment.
According to a May 29 statement from Education Principal Secretary Julius Bitok, school principals and deputies are now official registration agents under the National Registration Bureau (NRB).
“The State Department for Immigration and Citizen Services, through the NRB, intends to undertake a mobile National ID registration drive targeting eligible students in secondary schools during the current (second) school term (May–August 2025),” the PS said.
The Mombasa Resident’s Card, if implemented, would mark a major step in county-level identity management and localized public service delivery.
