Communications Authority Unveils New Guidelines to Boost Child Online Protection in Kenya
The Communications Authority of Kenya (CA) has rolled out a set of new guidelines aimed at enhancing online safety for children, amid mounting concerns over the dangers the digital space poses to minors. The guidelines are part of CA’s wider initiative to strengthen regulation within Kenya’s fast-evolving digital ecosystem.
In a statement issued on Tuesday, the Authority underscored the urgency of safeguarding vulnerable internet users, particularly children, by ensuring a secure and age-appropriate online environment. These efforts align with existing consumer protection laws and reflect CA’s legal mandate under Section 23 of the Kenya Information and Communications Act, 1998, and the 2010 Consumer Protection Regulations.
“The Authority is charged with protecting consumers of communication services and facilitating the implementation of operational and technical safeguards for online safety,” the statement read.
Dubbed the Industry Guidelines for Child Online Protection and Safety in Kenya, the new framework outlines specific roles and responsibilities for various stakeholders—including telecom operators, content creators, and parents—toward creating a safe digital experience for children.
The document includes directives on:
- Content moderation for age-appropriateness
- Installation of parental controls
- User verification to prevent underage access to adult platforms
- Public education on digital literacy and online safety
To further involve the public, the CA has invited stakeholders and citizens to review the published guidelines, available on their official website, and submit feedback or seek clarifications. Submissions can be made via email at pea@ca.go.ke or through postal mail addressed to P.O. Box 14448, Nairobi 00800.
This development comes as Kenya witnesses an increase in internet usage among young people, driven by smartphone penetration and the integration of digital tools in education.
As part of the rollout, the CA plans to partner with schools, community leaders, and civil society organisations to ensure awareness and compliance.
The Authority reiterated its commitment to promoting digital inclusivity and safety for all users, urging continued collaboration to foster a secure cyberspace for Kenyan children.
