Mandera Governor Khalif Hands Over County Leadership to Deputy for Hajj Pilgrimage

Mandera Governor Mohamed Adan Khalif has formally handed over the reins of county leadership to his deputy, Dr. Ali Maalim Mohamud, as he departs for the annual Hajj pilgrimage in Mecca, Saudi Arabia.

In a letter dated May 28, 2025, Governor Khalif invoked Article 179(5) of the Constitution of Kenya, 2010, which allows the Deputy Governor to act as the County Governor during the latter’s absence. The handover will last for three weeks, from May 28 to June 17, 2025.

“I do hereby designate Dr. Ali Maalim Mohamud, the Deputy Governor of Mandera County, to act as the County Governor during my absence,” the governor stated. He emphasized the need for “administrative continuity and the smooth running of county affairs” during his absence.

Governor Khalif’s decision comes at a time when many devolved units face criticism over unclear succession and power transition plans during governors’ absence. His formal and constitutionally grounded approach has drawn praise from observers who see it as a benchmark for responsible leadership.

Importantly, Khalif outlined the limits of the acting governor’s powers during this period, noting that Dr. Mohamud would not be authorized to make critical decisions such as county appointments or dismissals. The directive reflects a cautious and measured delegation of authority, grounded in law and transparency.

In response, Deputy Governor Mohamud acknowledged receipt of the delegation and committed to upholding the law while overseeing the county’s affairs. He promised to maintain stability and service delivery throughout the transition period.

The move is reminiscent of high-level state handovers, such as when former President Uhuru Kenyatta temporarily transferred power to his then-deputy William Ruto during his trip to The Hague in 2020. Governor Khalif’s decision has sparked discussion around institutional trust and governance discipline in Kenya’s counties.

Khalif’s Hajj pilgrimage marks a deeply spiritual moment, and his methodical exit underscores the balance between faith, duty, and constitutional responsibility. He is expected to resume office on June 17, 2025.
